Governance
The
government, at all levels, is responsible for providing
continuity of effective leadership, direction of emergency
operations, and management of recovery operations.
For this reason, it is essential that governmental
entities continue functioning during and following
the occurrence of a disaster. This requires that they
take actions on preparedness such as preparing plans/manuals
to guide response, establishing systems for communications/coordination
including an Emergency Operations Centre, and advising
employees of their responsibilities in case of disaster.
Key
elements of emergency plans and manuals include the
assignment of responsibilities/authority, the establishment
of systems for command/control/communications/coordination,
and the collection/dissemination of information. Emergency
response/recovery planning should be prepared for
prompt/proper decision-making and smooth execution
of the decided measures before/during/after a disaster.
It
should be recognised the importance of communication
at the time of initial response, as well as the importance
of the role of media in terms of communication.
